Governor Andrew Cuomo recently announced the launch of Excelsior Pass Plus to expand travel and business opportunities for New Yorkers. His team said this would allow compatibility between the state’s Excelsior Pass platform, which has generated 3 million passes and provides digital proof of vaccination or a negative test result, and the secure system, globally. recognized SMART Health Cards Framework developed by an international consortium called VCI.
“This includes a nationally unique partnership with VeriFLY by Daon, whereby Excelsior Pass Plus users can securely upload their verified COVID-19 vaccination credentials to VeriFLY and travel via American Airlines to Greece, the France, Spain, Italy and the Bahamas and on indirect flights to El Salvador, Germany, Guatemala, Honduras and Puerto Rico. The list will continue to grow as partnerships that facilitate access to more countries are developed.

Building on the state’s Excelsior Pass solution, the Cuomo team said, “Excelsior Pass Plus is expanding its use, supporting the safe and secure return of tourism and business travel – the main economic drivers of state – and offering a pass option that holds the same level of information and validity as a CDC immunization card, with greater security than a physical card that can be misplaced or stolen, and verified by the New York State.
Excelsior Pass Plus was developed in partnership with VCI, a voluntary coalition of 570 public and private organizations – including The Mayo Clinic, MITER, Boston Children’s Hospital, Microsoft and The commons project Foundation – which leads the development and implementation of open-source SMART Health Cards Framework and specifications, which are already in use in states such as California, Louisiana, and Hawaii. Using the security of two-factor authentication, Excelsior Pass Plus “extends the state’s commitment to give individuals access to a free, reliable, confidentiality and verifiable copy of their own immunization records in the form of paper or digital, and supports the harmonization of standards required for the issuance of verifiable health identification information worldwide – signed clinical data linked to an individual identity.
Currently, more than 50 countries around the world allow entry for U.S. travelers with proof of COVID-19 vaccination.

Excelsior Pass, launched by Cuomo in March, was the first of its kind to be available in the United States, offering a way to present digital proof of COVID-19 vaccination or negative test results to expedite the reopening of the state, including for hard-hit industries such as food service, entertainment and hospitality. Major touristic destination and event venues including Broadway Theaters, the free Shakespeare in the Park public theater, and the Metropolitan Opera at Lincoln Center recently announced the use of the Excelsior Pass as proof of entry following successful adoption in many of New York’s largest stadiums, including Madison Square Garden, Barclays Center, and Yankee Stadium. Additionally, Marriott International will make Excelsior Pass solutions available to meeting planners hosting events at its more than 200 properties in New York City.
Excelsior Pass Plus follows the governor July 28 announcement that all state officials – around 130,000 – will need to be vaccinated or tested weekly. All healthcare workers in contact with patients in public hospitals will need to be vaccinated. The Excelsior Pass and the Pass Plus will be accepted as proof. More than 75.7% of adults in New York have received at least one dose of the vaccine and more than 68.8% of adults are fully vaccinated (CDC) – and the Excelsior Pass solutions “will support the reopening of shared spaces, such as offices, while protecting the public health of those who return to these settings.”
